Public, post-secondary education in Alabama is supervised by the Alabama Commission on Higher Education. On November 2013, the Alabama State Board of Education voted to rescind a 2009 memorandum of agreement with the National Governors Association and the Council of Chief State School Officers. According to a report from the National Center for Educational Statistics, 15% of Alabamians are functionally illiterate; however, the Literacy Council of West Alabama estimates that rate at one in four Alabamians.
