The education system of Alabama consists of public and private schools, including the University of Alabama, private colleges, and secondary and primary schools. Alabama’s public primary and secondary education is reviewed under the Alabama State Board of Education as well as local oversight by 67 county school boards and 60 city boards of education. Funding of the public school is appropriated through the Alabama Legislature through the Education Trust Fund. The U.S. Census data from 2000 finds that Alabama's high school graduation rate (75%) is the second lowest in the United States (after Mississippi). Public, post-secondary education in Alabama is supervised by the Alabama Commission on Higher Education. Alabama had the second-smallest share in the country of eighth-grade students scoring at or above proficient on the NAEP math test, in the schooling year of 2012-2013. On November 2013, the Alabama State Board of Education voted to rescind a 2009 memorandum of agreement with the National Governors Association and the Council of Chief State School Officers. According to a report from the National Center for Educational Statistics, 15% of Alabamians are functionally illiterate; however, the Literacy Council of West Alabama estimates that rate at one in four Alabamians.
