Delaware is a state located in the Mid-Atlantic or Northeastern regions of the United States. It is bordered to the south and west by Maryland, to the northeast by New Jersey, and to the north by Pennsylvania. Delaware name is taken from Thomas West, 3rd Baron De La Warr, an English nobleman and Virginia's first colonial governor. Delaware occupies the northeastern portion of the Delmarva Peninsula and is the second smallest, the sixth least populous, but the sixth most densely populated of the 50 United States. Delaware is segregated into only three counties, the lowest number of counties of any state. From north to south, the three counties are New Castle, Kent, and Sussex. While the southern two counties have historically been predominantly agricultural, New Castle County has been more industrialized. Dover is the capital city of Delaware.

The public school system of Delaware (prekindergarten through grade 12) works within districts governed by locally elected school boards and superintendents. In 2013, Delaware had 129,026 students enrolled in a total of 224 schools in 44 school districts. There were 9,257 teachers in the public schools, or roughly one teacher for every 14 students, compared to the national average of 1:16. There was roughly one administrator for every 287 students, compared to the national average of one administrator for every 295 students. On average Delaware spent $13,833 per pupil in 2013, which ranked it 11th highest in the nation. The state's graduation rate was 80.4% in 2013. Of the 98,454 schools in the United States, 89,031 were classified as regular schools. After regular schools, magnet schools and charter schools were the most prevalent non-traditional schools in the country, at 6,079 and 5,986, respectively.
