The public school system in New Mexico (prekindergarten through grade 12) works within districts governed by locally elected school boards and superintendents. In 2013, a total of 338,220 students had enrolled in a total of 877 schools in 146 school districts in New Mexico. There were a total of 22,201 teachers in the public schools, or roughly one teacher for every 15 students, compared to the national average of 1:16. One administrator for every 264 students was there compared to the national average of one administrator for every 295 students. On an average, New Mexico spent $9,012 per pupil in 2013, which ranked it the 38th highest in the nation. In 2013, the state's graduation rate was 70.3%. An American education initiative, Common Core or the Common Core State Standards Initiative outlines quantifiable benchmarks in English and Mathematics at each grade level from kindergarten to high school. The New Mexico Public Education Department started following these standards on November 29, 2010. In addition to the Common Core State Standards, New Mexico added state-specific standards that concentrated on culturally relevant texts and instruction. The standards were phased in starting in 2012 and were scheduled to be fully implemented by 2015. Schools in New Mexico reported a graduation rate of 70.3% during the 2012-2013 school year, lowest among its neighboring states. The national average for individuals at level 1 or below is 21%. Within New Mexico, level 1 (those who can understand, read, and, write paragraphs, numbers) estimates range from a low of 5% in Los Alamos County to a high of 35% in Luna County. In terms of literacy level 2 (read and comprehend stories, songs, directions, instructions) 46% of New Mexico's population is at this level or below.
