Many elementary, secondary, and higher institutions of learning are there in the U.S. state of Pennsylvania. The Pennsylvania State System of Higher Education (PASSHE) is the public university system of the Commonwealth, with 14 state-owned schools. According to the National Center for Education Statistics, an estimated 22% of Philadelphia adults, ages 16 and older, are lacking basic literacy skills, the highest percentage in Pennsylvania.
