The Pennsylvania State System of Higher Education (PASSHE) is the public university system of the Commonwealth, with 14 state-owned schools. According to the National Center for Education Statistics, an estimated 22% of Philadelphia adults, ages 16 and older, are lacking basic literacy skills, the highest percentage in Pennsylvania.
