The climate is also influenced by the Atlantic Ocean and the Gulf Stream, especially in the coastal plain. These influences tend to cause warmer winter temperatures along the coast, where temperatures only occasionally drop below the freezing point at night.

Elementary and secondary public schools are supervised by the North Carolina Department of Public Instruction. The secretary of the North Carolina State Board of Education is the North Carolina Superintendent of Public Instruction, but the board, rather than the superintendent, holds most of the legal authority for making public education policy. North Carolina has 115 public school systems, each of which is supervised by a local school board. In addition, a county may have one or more systems within it. However, approximately 12% of the state's population are adults without a high school credential. Compared with the national average, low literacy is higher among adults in North Carolina. More than 20,000 adults aged 18-25 (approximately 10%) have less than a Grade 9 education.
